Groundwater Quality Standards (NJGWQS) or New Jersey Practical Quantitation Limits (PQLs) (whichever is higher); and, any non-zero Federal Maximum Contaminant Level Goal (MCLG). If none of the above criteria were available, the groundwater concentrations used for comparison were the lower of the following To-Be-Considered (TBC) criteria: Federal Drinking Water Standards and Health Advisories, or USEPA Region III Tap Water Risk-Based Concentration (RBC).” |

On page 8 the FPP indicates that “...there are no continuing sources of contamination to groundwater in soil or sediments at Group 3 Sites.” However the FPP does clarify on the same page that a chlorinated volatile organics compound (VOC) plume does exist within the groundwater plume beneath Site 2 and that the most widely distributed compounds therein are carbon tetrachloride and TCE. As explained on Page 9, the “...center of mass of the chlorinated VOC plume is in the unconfined aquifer near Building 3515.” |

According to Page 15 of the FPP “...a response action is necessary for the Site 2 groundwater.” and “...response actions for groundwater will restore the groundwater to the more stringent of the two cleanup levels, MCLs or NJGWQS, thus restoring the groundwater to its beneficial use as a drinking water aquifer.” It is further explained on page 15 that : “Surface water will be monitored until |
